We publish transcripts of radio broadcasts and facsimiles of hate media, not to perpetuate the ideology of the perpetrators of the Tutsi genocide but to provide evidence of the planning of this genocide. The incitement to hatred of the Tutsi and the desire to eliminate them was first transmitted through words and writings. The genocide was planned before it was carried out. Certainly, it was necessary for the state apparatus, now in the hands of anti-Tutsi extremists, to blame the Tutsi for the assassination of the head of state, attack the battalion of the Rwandan Patriotic Front, distribute weapons, and organize the massacres. But without this preliminary propaganda, which, moreover, dates back to the "social" revolution of 1959, the population's participation in the massacres would not have been possible.

The transcripts of the broadcasts of Radio Télévision des Mille collines (RTLM) and Radio Rwanda come from the International Criminal Tribunal for Rwanda (ICTR). We are not publishing the original in Kinyarwanda, but translations into French and English.
