2. EMBASSY WISHES TO EXPRESS ITS DEEP APPRECIATION
TO LT. COL. TONY MARLEY FOR ASSISTING THE POST DURING
A VERY DIFFICULT PERIOD AS THE UNITED NATIONS FORCES
(UNAMIR) ARE ESTABLISHING THEMSELVES IN RWANDA PRIOR
TO THE INSTALLATION OF TRANSITION INSTITUTIONS.

3. DURING HIS NEARLY THREE WEEKS AT POST, HE WAS
ABLE TO MEET ON SEVERAL OCCASIONS WITH UNAMIR
LEADERSHIP, KEY MEMBERS OF THE RWANDAN ARMED FORCES,
AND THE RPF. HE ESTABLISHED BASELINE DATA ON THE
DEPLOYMENT OF UNAMIR FORCES AND HELPED POST IDENTIFY
DIRECTIONS FOR FUTURE INQUIRY. WITH THE LEADERSHIP
OF RWANDAN AND RPF FORCES, HE TALKED THROUGH SOME OF
THE COMPLEX TASKS IN FRONT OF THEM. HE WAS
ESPECIALLY HELPFUL WITH THE GOVERNMENT FORCES ON
THINKING THROUGH TRAINING NEEDS TO SENSITIZE THEM TO
THE IMPLEMENTATION OF THE PEACE ACCORDS AND THE ROLE

STAY MADE IT POSSIBLE FOR HIM TO CALL ON SEVERAL
PEOPLE MORE THAN ONCE. THIS HELPED US SOLIDIFY
ONGOING RELATIONSHIPS AND DEVELOP NEW CONTACTS THAT
WE WILL BE ABLE TO PURSUE IN HIS OR OUR DEFENSE
ATTACHE'S ABSENCE.

CONSIDERATION OF A FUTURE TDY TO RWANDA FOR COL.
MARLEY. WE WOULD SUGGEST EARLY MARCH, WHEN THE TWO
FORCES ARE ABOUT TO BEGIN MOVING INTO ASSEMBLY
POINTS. THIS WILL BE A CRUCIAL PERIOD WHERE HIS
KNOWLEDGE OF THE PRINCIPALS ON BOTH SIDES COULD BE
EXCEEDINGLY HELPFUL.

5. FOR YAOUNDE: WE VERY MUCH HOPE THAT COL.
VUKOVIC, DEFENSE ATTACHE, HAS A VISIT TO RWANDA
SCHEDULED FOR MID TO LATE JANUARY. WE SUGGEST THAT

SECOND OF TWO SEMINARS ON THE MILITARY ROLE IN A
DEMOCRACY THAT THE NAVAL JUSTICE SCHOOL WILL DELIVER
IN RWANDA. THE SEMINAR WOULD OFFER COL. VUKOVIC AN
EXCELLENT OPPORTUNITY TO HEAR THE CONCERNS OF
RWANDANS DURING THEIR EXCHANGES AT THE SEMINAR AND TO
MEET TOP LEADERSHIP OF BOTH THE GOVERNMENT AND THE
RPF FORCES IN AN INFORMAL SETTING. WE WOULD HOPE
THAT COL. VUKOVIC COULD STAY FOR AT LEAST TWO WEEKS.
