(SEPTEL), BELGIAN MFA DIRECTOR FOR SUBSAHARAN AFRICA WIL
JAENEN CONFIRMED THE GOB HAD REFUSED/REFUSED RWANDAN
INTERIM GOVERNMENT FONMIN BICAMUMPAKA A VISA TO COME TO
BELGIUM TO DISCUSS THE CRISIS IN RWANDA. JAENEN SAID
ISSUANCE OF A VISA WOULD BE TROUBLESOME TO THE GOB.
DOMESTIC PUBLIC OPINION WAS STILL VERY EXERCISED OVER THE
DEATHS OF TEN BELGIAN PEACEKEEPERS IN RWANDA. IT WAS

PROTESTS. FURTHERMORE, RWANDAN GOVERNMENT OFFICIALS, BOTH
IN RWANDA AND ABROAD, PERSIST IN ACCUSING BELGIUM OF
RESPONSIBILITY FOR THE DEATH OF HABYARIMANA. BELGIUM
WANTS A CLEAR AND PUBLIC DISAVOWAL OF THIS POSITION,
JAENEN SAID. THE GOB IS NOT LIKELY TO AGREE TO MEETINGS
WITH MEMBERS OF THE INTERIM GOVERNMENT UNTIL THE
ACCUSATION IS RETRACTED.

OPPORTUNITY TO LET ITS GOR INTERLOCUTORS KNOW THAT THE
CURRENT CAMPAIGN OF MAKING UNSUBSTANTIATED ACCUSATIONS
THAT BELGIUM MURDERED PRES. HABYARIMANA IS
COUNTERPRODUCTIVE. IT DOES NOT HELP ESTABLISH WHO WAS
RESPONSIBLE NOR DOES IT CONTRIBUTE TO A LESSENING OF
TENSIONS. FINALLY, IT EXACERBATES ANTI-BELGIAN
SENTIMENTS. AS LONG AS THERE IS NO SECURITY AND THE
"HUNT" FOR BELGIANS CONTINUES, NGOS, RELIGIOUS WORKERS,
AND THE GOB ARE UNLIKELY TO RETURN TO RWANDA IN FORCE.
FYI: RWANDA RECEIVED THE LARGEST TRANCHE OF BELGIUM'S
DEVELOPMENT, COOPERATION, AND HUMANITARIAN ASSISTANCE
FUNDING - TO THE TUNE OF APPROXIMATELY BF 1.2 BILLION IN
CY 93 (BF 35.00 EQUALS USDOLS 1.00). BELGIAN FUNDS AND
PRESENCE WILL BE NEEDED TO RECONSTRUCT RWANDA ONCE
HOSTILITIES ARE OVER. IF THE BELGIANS ARE MISSING FROM
THE EQUATION, EVERYONE'S JOB WILL BE THAT MUCH HARDER.
