THE FOLLOWING REPORT WAS PROVIDED BY THE US OBSERVER
AT THE ARUSHA TALKS, JOYCE LEADER.
1. SUMMARY: THE TANZANIAN ARE PULLING OUT ALL THE
STOPS TO KEEP THE RWANDAN PEACE TALKS ON TRACK AND
MOVING TOWARD A CONCLUSION BEFORE THE OAU SUMMIT AT
THE END OF JUNE. A HIGH LEVEL TANZANIAN DELEGATION,
HEADED BY THE PRIME MINISTER, WILL FLY TO RWANDA
JUNE 7 TO MEET BOTH GOR AND RPF LEADERS TO URGE
FLEXIBILITY ON FORCE PROPORTIONS AND TO SEEK
REAFFIRMATION OF COMMITMENT FROM BOTH SIDES TO A
NEGOTIATED SETTLEMENT. JUNE 12 HAS BEEN FIXED BY THE
TWO SIDES AS A NEW TARGET DATE FOR ENDING THE TALKS.
A PROTOCOL ON REFUGEE RETURN AND REINSTALLATION OF
THE DISPLACED IS TO BE SIGNED PROBABLY JUNE 8.
ADVISED THAT THE UN AND OAU HAVE DECIDED ON A
UN-COMMANDED INTERNATIONAL PEACEKEEPING ARRANGEMENT,
THE TWO SIDES WILL JOINTLY REQUEST THE UN TO SEND A
RECONNAISSANCE MISSION TO RWANDA AS SOON AS
POSSIBLE. END SUMMARY.

2. TANZANIAN SHUTTLE IN RWANDA. TANZANIAN PRIME
MINISTER, FOREIGN MINISTER, AND DEFENSE MINISTER,
ACCOMPANIED BY AMBASSADOR MPUNGWE AND MEMBERS OF HIS
STAFF, ARE TRAVELING BY PRIVATE PLANE TO RWANDA
JUNE 7. THEY WILL CARRY A MESSAGE FROM PRESIDENT
MWINYI TO PRESIDENT HABYARIMANA, PRIME MINISTER
NSENGIYAREMYE AS WELL AS THE RPF COMMANDER KAGAME.
IT IS PROBABLE THE TANZANIANS WILL PRESS BOTH SIDES
TO NEGOTIATE SERIOUSLY AND WITH FLEXIBILITY ON THE
ISSUES OF FORCE PROPORTIONS AND GENDARMERIE
INTEGRATION. THEY WILL UNDOUBTEDLY ALSO SEEK
REASSURANCES THAT BOTH SIDES REMAIN COMMITTED TO A
NEGOTIATED SETTLEMENT. THE TRIP IS EXPECTED TO LAST
JUST ONE DAY. THIS HIGH LEVEL PRESSURE FOLLOWS THE
RPF REFUSAL LATE LAST WEEK TO NEGOTIATE FORCE
PROPORTIONS FOR THE RPF WITHIN THE 35-40 PERCENT
RANGE SUGGESTED BY THE FACILITATOR, BRINGING TALKS ON
MILITARY ISSUES TO A STANDSTILL.
3. NEW TIMETABLE. THE TANZANIANS ARE ALSO LIKELY TO
IMPRESS ON BOTH SIDES IN RWANDA THE IMPORTANCE OF
MEETING A NEW DEADLINE FOR CONCLUSION OF THE PEACE

THE TWO SIDES FIXED A TIGHT SCHEDULE AIMED AT
CONCLUDING ALL WORK, INCLUDING A PEACE AGREEMENT
DOCUMENTATION, BY JUNE 12. THE SCHEDULE DEVOTES ONE
MORE DAY TO THE ISSUE OF FORCE PROPORTIONS AND
GENDARMERIE AND ONLY A DAY OR TWO TO REACHING
AGREEMENT ON THE DURATION OF THE TRANSITION AND THE
RELATIONSHIP BETWEEN THE PEACE AGREEMENT AND RWANDA'S

FEELING FROM THE FACILITATOR, OBSERVERS AND RPF THAT
ANY REVIEW OF PROTOCOL PROVISION, SUBSTANTIVE OR
OTHERWISE, RISKED OPENING "A PANDORA'S BOX."
4. AFRICANS PRESSURE RPF. THE OAU CHAIRMAN'S
SPECIAL REPRESENTATIVE AT THE PEACE TALKS, THE OAU
OBSERVER, AND UGANDA'S OBSERVER MET THE RPF EVENING
OF JUNE 4. ONE MEMBER OF THE TRIO TOLD US OBSERVER
THEY HAD URGED THE RPF TO TAKE A REASONABLE POSITION
ON FORCE PROPORTIONS. ALTHOUGH EACH OF THE THREE HAD
ENDORSED THE PROPOSED RANGE FOR RPF AT AN OBSERVER

MIGHT BE IN TOUCH WITH THE RPF ON THE SUBJECT.
5. UN/OAU COLLABORATION. IN A MEETING JUNE 6 WITH

THE LEADERSHIP OF THE TWO SIDES AND THE OBSERVERS,
AMBASSADOR MPUNGWE ANNOUNCED THAT UN/OAU
CONSULTATIONS HAD CONCLUDED THAT THE NEUTRAL
INTERNATIONAL FORCE FOR RWANDA TO IMPLEMENT THE PEACE
ACCORD WOULD BE COMMANDED BY THE UN. MODALITIES OF
COOPERATION BETWEEN THE TWO BODIES, HE SAID, ARE
STILL UNDER DISCUSSION. THIS ANNOUNCEMENT FOLLOWS
CONFIRMATION FROM UN HEADQUARTERS TO UN OBSERVER THAT
THIS WAS THE UNDERSTANDING REACHED IN ADDIS WITH
OAU/SYG SALIM (NOTE: THE ACTUAL CONTENTS OF THE
SALIM LETTER AND OAU REPORT HAVE NOT BEEN REVEALED TO
EITHER SIDE OR TO OBSERVERS. END NOTE).

6. AS A RESULT OF THIS ANNOUNCEMENT, WHICH WAS
WELCOMED BY BOTH THE GOVERNMENT AND THE RPF, THE TWO
SIDES HAVE DECIDED TO DRAFT A JOINT LETTER TO THE
UN/SYG ASKING THAT A RECONNAISSANCE MISSION BE SENT
TO RWANDA AS SOON AS POSSIBLE. THAT LETTER IS
SCHEDULED FOR CONSIDERATION THE AFTERNOON OF JUNE 7.
7. REFUGEE PROTOCOL READY. THE GOR AND RPF HAVE
AGREED ON THE TEXT OF A PROTOCOL ON REFUGEE RETURN
AND RESETTLEMENT OF DISPLACED PERSONS THAT WILL BE
PRESENTED TO OBSERVERS IN A PLENARY JUNE 7. THE
OFFICIAL SIGNING OF THE PROTOCOL IS LIKELY TO BE
DEFERRED UNTIL AMBASSADOR MPUNGWE RETURNS JUNE 8.

B. COMMENT: THE TANZANIANS, SHAKEN BY RPF BEHAVIOR
IN REJECTING THE FACILITATOR'S PROPOSAL ON FORCE
PROPORTIONS, ARE PULLING OUT ALL THE STOPS TO KEEP
THE PEACE TALKS ON TRACK AND PUSH THEM TO AN EARLY
CONCLUSION. WE SHOULD REINFORCE THEIR EFFORTS IN
RWANDA WITH THE GOR AND ELSEWHERE WITH THE RPF.
9. THE NEW TIMETABLE, YET TO BE ACCEPTED BY THE
FACILITATOR, AGAIN APPEARS OVERLY OPTIMISTIC. BUT
PRESSURE IS MOUNTING TO REACH AGREEMENT BEFORE THE
FACILITATOR'S REPRESENTATIVES, OBSERVERS AND
PRINCIPALS (FM NGULINZIRA AND RPF MAZIMHAKA) NEED TO
LEAVE FOR THE OAU SUMMIT IN CAIRO. UGANDAN AND
SENEGALESE OBSERVERS DEPART JUNE 13. NGULINZIRA
SHOULD REACH CAIRO BY JUNE 21.
