2. SUMMARY. TANZANIAN MFA DIRECTOR FOR AFRICA AND
MIDDLE EAST AMI MPUNGWE CONFIRMED THAT THE TANZANIANS
HAVE BEEN APPROACHED "IN A GENERAL WAY" BY THE RWANDAN
GOVERNMENT AND THE RPF TO MEDIATE THE CONFLICT. THEY
PLAN TO RESPOND POSITIVELY TO ANY CONCRETE REQUEST WHEN
IT IS MADE. AMBASSADOR MPUNGWE GREATLY APPRECIATED THE
U.S. OFFER OF TECHNICAL ADVICE FROM EXPERIENCED
NEGOTIATORS; HE IS UNDER NO ILLUSION REGARDING THE

3. POLOFF SPOKE TO THE DIRECTOR FOR AFRICA AND MIDDLE
EAST AT THE TANZANIAN MFA, AMBASSADOR AMI MPUNGWE, ON
MAY 30, TO RELAY THE INFORMATION CONVEYED IN REF A
PHONECON. MPUNGWE NOTED THAT WHILE DOUBTS STILL
REMAINED ABOUT PRESIDENT HABYARIMANA, THE INSTALLATION
OF A NEW GOVERNMENT IN KIGALI HAD LED THE TANZANIANS TO
THINK THAT A SETTLEMENT COULD NOW BE ACHIEVED. HE
CONFIRMED THAT THE GOT HAS BEEN APPROACHED "IN A GENERAL
WAY" BY BOTH SIDES AND THAT WHILE THEY WERE STILL
AWAITING SPECIFICS, THE GOT IS WILLING TO MEDIATE AND TO
HOST NEGOTIATIONS IF THE PARTIES SO DESIRE.
4. MPUNGWE IN PARTICULAR APPRECIATED THE DEPARTMENT'S
OFFER TO MAKE THE TECHNICAL EXPERTISE OF THE U.S.
OBSERVERS AVAILABLE TO THE TANZANIAN MEDIATORS. HE
REMARKED THAT SINCE TAKING TAKING OVER THE AFRICA AND
MIDDLE EAST DIRECTORATE HE HAS BEEN CONCERNED BY THE
LACK OF EXPERTISE AND EXPERIENCE IN CONFLICT RESOLUTION

IS THAT THE PRINCIPAL SECRETARY, AMB. CRISPIN MBAPILA,
WILL LEAD A TANZANIAN MEDIATION EFFORT. MPUNGWE HIMSELF
EXPECTS TO BE MBAPILA'S MAIN ASSISTANT.
6. COMMENT. FOR NOW, WE FEEL THAT WE CAN TAKE
MPUNGWE'S WORD ON THE GOT INTENTION TO RESPOND FAVORABLY
TO A FORMAL REQUEST TO MEDIATE AS DEFINITIVE.
