The U.N. resolution said however that the Rwanda operation would only be pursued if substantial progress was made in implementing the Arusha agreements within 90 days.

The accords provide for the formation of a large transition government including members of the FPR.

Monday's ceremony also marked the integration of the United Nations Uganda-Rwanda observation mission (MONUOR) into MINUAR.

MONUOR monitored the border between the two countries after FPR rebels invaded northeast Rwanda from Uganda in October 1990.

Kigali has accused Kampala of backing the rebels, a claim that has been rejected by Ugandan authorities.

A first contingent of 24 Belgian paratroopers is expected in Kigali within the next few days.

France which has 300 troops in Rwanda will not send any troops to MINUAR and two French companies currently deployed in Kigali will be withdrawn as soon as international forces have arrived, according to the French foreign ministry.
