Commentaire
Invited to come and stay in Paris, the Habyarimana family was unable to contact the mercenary Bob Denard on their own. This intervenes within the framework of the indirect actions to the aid of our allies provided for by the note from General Quesnot to François Mitterrand and the talks that General Huchon had with Colonel Rwabalinda. The call to Denard shows that there was an agreement to keep Rwanda in the French orbit between the Élysée and Jacques Foccart, therefore between François Mitterrand, Jacques Chirac (who will take Foccart back to his service in 1995) and Alain Juppé, Minister of Foreign Affairs in the government of Edouard Balladur. Jacques Foccart says that Bruno Delaye called him and that he had good relations with Jean-Christophe Mitterrand, Delaye's predecessor.
