Fighting in Kigali continues. Radio Mille Collines which is broadcasting from territory
controlled by the provisional government and which has close links with its representatives
continually goads against the RPF and UNAMIR. This situation was sharply criticized by
representatives of FR, UK, NZ, RF and Spain. They appealed to the Rwandan representative
in the SC to have his government arrange for the cessation of the incendiary broadcasts. The
Rwandan Amb sought to wriggle his way out by stating that this is a private station.
However, he promised to inform the appropriate authorities. The SC President was
authorized by SC members to express a sharp protest in connection with the Radio Mille
Collines broadcasts when talking to the press. On basis of a proposal of RF Amb Vorontsov,
the SC gave Rwanda 24 hrs to arrange for the cessation of the incendiary broadcast. The
Rwanda representative was warned that otherwise, the SC would adopt harsh measures, not
further specified.
In connection with Rwanda, the point was made that the French military operation is
continuing successfully, so far without major problems. The French representative promised
to report twice weekly on the activity of the MF in Rwanda.
