SITREP COVERING PERIOD OF 070600 TO 080600 APR 94

GEN SIT. The Situation within Kigali was confused and
tensed during the period. There were sporadic shooting, heavy
explosions and grenade explosions resulting in many deaths. Many
Tutsis were killed and a number of opposition leaders were also

assassinated.
2. FACTIONAL ACTIVITIES

and

a.

POLITICAL. The main opposition leaders were including

the lady Prime Minister Mdme WILINGIYIMANA Agartha, Mr
NDASINGWA Landwene of the PL party and the president of the
Constitutional Court were kidnapped and executed.

MILITARY

RGF. The RGF are suspected to have split into two
shelling each other. RGF especially the

Presidential Guards units mounted Check Points along:
the main roads in Kigali. They also searched from
house to house looting and killing in their homes

during the day and night.

RPF. Some troops of the RPF Bn went out of CND in the
afternoon possibly to defend their and clear the
access roads to CND. However, in RPF held areas,
MILOBS reported that the situation calm but very
tense. Reports received indicated that the RPF High
Command intended to move to Kigali to assist what they
called "loyal Forces" to control the situation in
Kigali.

OTHERS.
(1) MILOBS reported that armed civilians attacked

residences of individuals in GISENYI and KIBUNGO.

(2) Team 702 in CYANGUGU reported that armed
civilians mainly supporters of MRND under the
protection of Gendarmerie looted and killed civs in
BUGARAMA, KIBUYE and CYANGUGU.

OWN MILITARY ACTIVITIES

a.

MILOB HQ. Organized the evacuation of all MILOBs

located in Kigali from their homes to FHQ and also moved
the HQ from its loc to FHQ.

RGF SECTOR

(1) MILOBs reported that one UNMO, an Austrian Ma)
UNGAR was threatened at GISENYI near Meridian Hotel and
his money RWA and USD800 TC was taken away.

(2) His Walkie Talkie was also seized.

RPF SECTOR

(1) Sect Comd had meeting with Team Leaders for
special instructions as they do not have Comms with
the HQ.

(2) Teams continue monitoring RPF units. NTR.

SOUTHERN SECTOR

(1) Reported some killing in KIBUYE. Five people
killed in CYANGUGU and three stores looted. About 350
persons took refuge in a Catholic Church.

(2) Team 715 visited refugee camps and Rwando,
Burundi border. Situation. No Change.

HUMANITARTAN ACTIVITIES

(1) The SRSG’s scheduled visit to KIBUYE on 7 Apr 94
cancelled due to the security situation.

(2) UNHCR staff were not allowed to visit refugee
camps.

CIVILIAN AFFAIRS. At RWAMAGANA, a group of 50 youth holding

a meeting were dispersed by gendarmes.

LOGISTICS

a. No POL at GISENYI and KIGALJI but MILOBS collected fuel
at SGP Station at BUTARE.

b. 1 x UNAMIR veh No. 1234 was hijacked by local
militias at Remera- Kigali during the evacuation of the

MILOBS.
