UNITED NATIONS, April 8 (Reuter) - Agreement has been reached on a
cease-fire in civil war-torn Rwanada and various factions have agreed
on the appointment of an interim government, Security Council President
Colin Keating of New zealand said Friday.

Reporting an improvement on the situation in the course of the day, he
told reporters: Agreement has been reached on a ceasefire and as of
half-an-hour ago I was informed that there was significant improvement
in the security situation by comparison with 24 hours ago.

On the political front, there has been agreement on, and promulgation
of, a decision ... of the appointment of an interim government and an
acting or interim president and prime minister, and five ministers have
been named, Keating added.

He said the situation outside Kigali was relatively calm while within
the capital itself
the security situation has continued to improve,
although I suspect it is still far from good.

Keating said Red Cross workers had access during the day to many parts
of Kigali, to take wounded to hospital.
