2. UNSC MET APRIL 9 TO RECEIVE BRIEFINGS FROM THE
FRENCH AND THE UN SECRETARIAT ON RECENT ACTIONS IN
RWANDA. THE FRENCH EXPLAINED THAT THEIR DECISION TO
SEND TROOPS TO KIGALI WAS TAKEN FOR THE PURELY
HUMANITARIAN PURPOSE OF EVACUATING THEIR NATIONALS WHO
WERE AT RISK. THE TROOPS WOULD REMAIN FOR A LIMITED
TIME ONLY. THE FRENCH STRESSED THAT THEY WERE NOT
SEEKING THE COUNCIL'S APPROVAL OR AUTHORIZATION FOR
THEIR NATIONAL ACTIONS, BUT MERELY INFORMING THE
COUNCIL. OTHER COUNCIL MEMBERS EXPRESSED UNDERSTANDING
FOR THE FRENCH DECISION.
3. ALL MEMBERS OF THE COUNCIL AGREED WITH THE FRENCH
THAT THE LARGER QUESTION OF THE FUTURE OF UNAMIR WAS
ENTIRELY SEPARATE FROM THE FRENCH UNILATERAL ACTIONS,
ALTHOUGH ONE MIGHT HAVE PRACTICAL REPERCUSSIONS ON THE
OTHER. THE SECRETARIAT DID NOT MAKE ANY RECOMMENDATIONS
ABOUT EVACUATING UNAMIR OR REVISING ITS MANDATE.

DECISIONS WILL BE BASED ON THE CREDIBILITY OF THE FORCE,
ITS ABILITY TO CARRY OUT ITS MANDATE, AND THE SITUATION
ON THE GROUND. UN U/SYG FOR PEACEKEEPING KOFI ANNAN
SAID THAT IF THE SITUATION ON THE GROUND PERMITTED
UNAMIR TO REMAIN, THE COUNCIL MIGHT REEVALUATE ITS
MANDATE. NIGERIA, AND SEVERAL OTHER MEMBERS OF THE
COUNCIL, POINTED OUT THAT THE LARGER QUESTION OF WHAT
COULD OR SHOULD BE DONE TO RE-ESTABLISH POLITICAL
AUTHORITY IN RWANDA, PERHAPS IN COORDINATION WITH OAU
EFFORTS, WOULD NEED TO BE ADDRESSED AT SOME POINT. THE
NEXT MEETING TO DISCUSS UNAMIR'S FUTURE IS SCHEDULED FOR
MONDAY MORNING, APRIL 11.
4. IN ITS BRIEFING, THE SECRETARIAT MENTIONED THAT A
CONVOY OF UN CIVILIANS, ORGANIZED BY UNDP, HAD COME
UNDER "MINOR ATTACK". SOME INJURIES WERE SUSTAINED, AND
THE CONVOY IS SPENDING THE NIGHT AT GITARAMA (SP?).
THEY SAID THE FRENCH AND BELGIANS HAD BEEN IN CONTACT
WITH THE SECRETARY-GENERAL AND SECRETARIAT TO INFORM OF
THEIR OPERATIONS. U/SYG ANNAN NOTED THAT U.S. TROOPS
WERE IN BURUNDI, BUT THE USG HAD NOT/NOT BEEN IN CONTACT
WITH THE SYG. HE SAID THE AIRPORT WAS UNDER FRENCH
CONTROL. THE RUNWAY HAD BEEN CLEARED AND THEN BLOCKED
BY RWANDAN CIVILIANS, BUT COULD BE CLEARED AGAIN

5. THE RPF REPRESENTATIVE DISTRIBUTED A PRESS STATEMENT
ISSUED IN BRUSSELS STATING THAT THE RPF OPPOSED THE
PROVISIONAL GOVERNMENT; WAS NOT OPPOSED TO THE
EVACUATION FORCES IF THEY WOULD LEAVE AFTER COMPLETING
THE EVACUATION OF FOREIGN NATIONALS; AND HAD LAUNCHED AN

6. ACTION REQUESTED: DEPT MAY WISH TO KEEP IN MIND
