INTERIM GOVERNMENT FOREIGN MINISTER JEROME BICAMUMPAKA AND
FOREIGN MINISTRY POLITICAL DIRECTOR JEAN BOSCO BARAYAGWIZA
TO ENTER THE U.S. TO MEET WITH U.S. OFFICIALS. THE UNITED
STATES DOES NOT ACCEPT THESE INDIVIDUALS FOR THE PURPOSES
OF THIS VISIT. NO U.S. OFFICIALS WILL MEET WITH THESE
APPLICANTS. THE VISA APPLICATIONS SHOULD BE REFUSED UNDER
SECTION 214(B) AS NOT ENTITLED TO STATUS.
4. AMBASSADOR, OR IF SHE IS UNAVAILABLE, CNARGE, SHOULD
MEET WITH THE APPLICANTS TO INFORM THEM OF THE VISA
REFUSAL AND THAT THEY WILL NOT BE RECEIVED BY OFFICIALS IN
WASHINGTON AS LONG AS THE KILLINGS CONTINUE IN RWANDA.

- AS OFFICIALS OF THE INTERIM GOVERNMENT OF RWANDA, YOU
HAVE A MORAL RESPONSIBILITY TO DO EVERYTHING POSSIBLE TO
PUT AN IMMEDIATE END TO THE KILLINGS. YOU CANNOT ESCAPE
THIS RESPONSIBILITY. THE INTERNATIONAL COMMUNITY WILL
HOLD YOU ACCOUNTABLE IF YOU FAIL TO HALT THE MASSACRES.
- RWANDAN GOVERNMENT OFFICIALS MUST ISSUE CLEAR,
UNEQUIVOCAL PUBLIC STATEMENTS CONDEMNING THE PERPETRATORS
OF MASS MURDER, AND INSTRUCTING SENIOR RWANDAN MILITARY
OFFICIALS TO RESTORE DISCIPLINE AMONG THEIR TROOPS.
- THE INTERNATIONAL COMMUNITY EXPECTS YOUR COOFERATION IN
PROTECTING DISPLACED PERSONS WITHIN YOUR BORDERS AS WELL
AS PROTECTION FOR HUMANITARIAN RELIEF OPERATIONS INTENDED
TO ASSIST THEM.
- WE AND THE REST OF THE INTERNATIONAL COMMUNITY EXPECT A
FIRM COMMITMENT ON YOUR PART TO RESUME THE ARUSHA TALKS
IMMEDIATELY AND TO WORK TOWARD A FULL IMPLEMENTATION OF
THE PROVISIONS OF THE ARUSHA AGREEMENT.
- THERE CAN BE NO EXCUSES IF YOU FAIL TO SEEK AN IMMEDIATE
AREEMENT FOR A CEASEFIRE AND A PEACEFUL POLITICAL
