OPENED THE CONVERSATION BY SAYING THAT AFTER

CONSIDERABLE EFFORT HE HAD MANAGED TO SPEAK TO FAR
CHIEF OF STAFF COL. BIZIMUNGO IN KIGALI. USING A
UNAMLR-FURNISHED TELEPHONE LINE VIA NEW YORK,
KANYARUSHOKI HAD INFORMED BIZIMUNGO THAT THE USG AND
THE INTERNATIONAL COMMUNITY WANTED THE KILLINGS
STOPPED AND THAT GOR CIVILIAN AND MILITARY OFFICIALS
WOULD BE HELD RESPONSIBLE FOR CIVILIANS KILLED AT THE
MILLES COLLINE HOTEL, CYANGUGU AND BEHIND GOR LINES.
KANYARUSHOKI SAID THAT BIZIMUNGO DENIED THAT
CIVILIANS AT THE MILLES COLLINE AND CYANGUGU WERE AT
RISK FROM GOR FORCES, BUT AFFIRMED, NONETHELESS, THAT
THEY WOULD NOT BE HARMED. BIZIMUNGO, ACCORDING TO
KANYARUSHOKI, SAID THAT THERE WERE POCKETS OF HUTUS
UNDER THREAT BEHIND RPF LINES AND THAT THE USG SHOULD
PRESSURE THE RPF NOT TO HARM THESE PEOPLE. THE
AMBASSADOR TOLD KANYARUSHOKI THAT THE U.S. GOVERNMENT
WAS URGING BOTH SIDES IN THE CONFLICT TO RESPECT THE
NEUTRALITY OF CIVILIANS AND TO ENTER INTO AN
IMMEDIATE CEASE-FIRE. THE AMBASSADOR EXPRESSED THE
NEED FOR THE RWANDAN ARMY TO STOP THE CARNAGE AND

RANDOM VIOLENCE BEING PERPETRATED BY THE YOUTHFUL
HUTU MILITIAS.
3. KANYARUSHOKI SAID THE GOR MILITARY FACED A
DILEMMA IN DEALING WITH THE MILITIA. THE GOR
MILITARY WAS UNDER INCREASING PRESSURE FROM RPF
FORCES. THE CIVILIAN MILITIAS WERE A REAR GUARD FOR
THE RWANDAN MILITARY, PREVENTING RPF INFILTRATION AND
PROTECTING (PROBABLY TERRORIZING) PARTS OF KIGALI
WHERE THERE WERE FEW OR NO GOR FORCES. KANYARUSHOKI
CONCLUDED THAT THE MILITARY COULD NOT, UNDER THESE
CIRCUMSTANCES, STOP THE MILITIAS UNTIL A CEASE-FIRE
WAS IN PLACE.
4. THE AMBASSADOR CONCLUDED THE CONVERSATION BY
STATING THAT IT IS THE GOR'S RESPONSIBILITY TO
PROVIDE SECURITY AND PROTECTION TO EVERYONE, HUTU AND
TUTSI ALIKE, BEHIND GOR LINES. THE ARMY HAD A
RESPONSIBILITY TO DISARM AND STOP THE CARNAGE BEING
CARRIED OUT BY THE MILITIAS, AND THE EXCUSE THAT
THERE IS NO CEASE-FIRE BETWEEN THE RPF AND THE FAR IS
NOT LEGITIMATE. IF THE RWANDA MILITARY LEADERSHIP
PERMITS OR CONDONES THE WORK OF THE CIVILIAN
MILITIAS, IT IS EQUALLY CULPABLE IN THE DEATHS OF
