3. SUMMARY: THE GOR AND RPF HELD CORDIAL NEGOTIATING
SESSIONS THROUGHOUT THE WEEKEND, WITHOUT ADDRESSING
ANYTHING OF SUBSTANCE. THE OAU SECRETARY GENERAL, DURING
A BRIEF STOPOVER ENROUTE BACK TO ADDIS ABABA FROM HARARE,
INDICATED THAT AN ENLARGED NMOG SHOULD BE OPERATIONAL BY
MID-APRIL. END SUMMARY.

4. THE GOR AND RPF DELEGATIONS CONTINUED TO CONDUCT
CORDIAL NEGOTIATING SESSIONS THROUGHOUT THE WEEKEND,
MEETING TWICE ON 3 APRIL AND AGAIN ON THE AFTERNOON OF 4
APRIL. DESPITE THE HOURS OF DIRECT CONTACT AND THE
CONSTANT FLURRY OF APPARENT ACTIVITY, NOTHING OF
SUBSTANCE WAS AGREED TO OVER THE WEEKEND. FAILING TO
MAKE ANY BREAKTHROUGHS, THE DELEGATIONS AGREED ON 4 APRIL
TO CREATE A JOINT COMMITTEE FROM THEIR MILITARY MEMBERS
TO REDUCE AND FORMALIZE ON PAPER ALL THE DETAILS THAT
HAVE BEEN AGREED TO DURING THE PAST THREE WEEKS ON THE
STRUCTURE AND ORGANIZATION OF THE ARMY. THE COMMITTEE,

WHICH LABORED THROUGHOUT THE EVENING OF 4 APRIL, IS TO
SUBMIT ITS DRAFT FOR REVIEW BY BOTH DELEGATIONS ON 5
APRIL AT 1000 HOURS.


5. THE TWO PARTIES ARE STILL AT ODDS OVER THE NAME AND
AUTHORITY OF THE RPF'S PROPOSED "HIGH COMMAND." THE RPF
SEEKS A PERMANENT ORGAN INTERPOSED BETWEEN THE DEFENSE
MINISTER AND THE ARMY STAFF, WITH THE RESPONSIBILITY OF
TRANSLATING THE MINISTER'S POLICY GUIDANCE INTO MILITARY
ORDERS AND OF ENSURING THE EFFICIENT OPERATION OF THE
ARMY. THE GOR PREFERS A "HIGH MILITARY COUNCIL" THAT
WOULD SIMPLY ADVISE THE CHIEF OF STAFF ON ISSUES OF
MILITARY DISCIPLINE AND OPERATING PROCEDURES. BOTH
PARTIES VIEW THE ORGAN AS A POTENTIALLY USEFUL MEANS OF
CONFIDENCE BUILDING AND ARE AGREED ON ITS MEMBERSHIP:
THE ARMY CHIEF OF STAFF AND DEPUTY CHIEF OF STAFF, THE
FOUR BRIGADE COMMANDERS AND THEIR DEPUTIES (A TOTAL OF
TEN PERSONNEL). THE RPF WANTS TO ESTABLISH COLLECTIVE
(JOINT) RESPONSIBILITY FOR THE OPERATION OF THE MILITARY;
THE GOR PREFERS A MORE CONVENTIONAL COMMAND STRUCTURE.
WHILE ALLOWING JOINT OVERSIGHT, BOTH PARTIES SPENT
SATURDAY EVENING AND SUNDAY DISCUSSING THE ISSUE WITH
MILITARY OBSERVERS FROM BELGIUM, FRANCE AND THE U.S. WITH
THE GOAL OF UNDERSTANDING THE POLITICAL-MILITARY

6. THE MOST IMPORTANT EVENT (FOR THE RWANDA
NEGOTIATIONS) OF THE WEEKEND WAS THE 40 MINUTE STOPOVER
AT KILIMANJARO AIRPORT OF THE OAU SECRETARY GENERAL ON
SUNDAY MORNING. SALIM SALIM WAS RETURNING TO ADDIS ABABA
FROM THE FRONTLINE STATES MEETING IN HARARE. DURING HIS

BRIEF STOP, THE SECRETARY GENERAL MET WITH TANZANIA'S
KASIM MUWABO, FELLI OF THE OAU, FOREIGN MINISTER
NGULINZIRA AND AMBASSADOR KANYARISHAKE OF THE GOR, AND
BIZIMUNGU AND MAZANPHAKA OF THE RPF. THE OAU SYG
EXPRESSED DISSATISFACTION WITH THE SLOW PACE OF THE
NEGOTIATIONS, AND URGED BOTH PARTIES TO INCREASE THEIR
EFFORTS TO RAPIDLY REACH A PEACE AGREEMENT. SALIM SALIM
REPORTEDLY CHALLENGED THE GOR CONCERNING ITS SUPPORT FOR
THE OAU'S NEUTRAL MILITARY OBSERVERS GROUP (NMOG), SAYING
THAT HE HAD HEARD FROM VISITING UN REP. PEDARNOU THAT THE
GOR LACKS CONFIDENCE IN NMOG AND THAT IF THAT IS THE
CASE, HE WAS DISAPPOINTED NOT TO HEAR IT DIRECTLY FROM
THE GOR. FORIMIN NGULINZIRA INDICATED THAT THE GOR HAD
CONFIDENCE IN NMOG'S NEUTRALITY AND GOOD INTENTIONS, BUT
THAT IT WAS CONCERNED ABOUT NMOG'S CAPABILITY TO
SALIM
ADEQUATELY MONITOR THE NEUTRAL BUFFER ZONE.
INDICATED THAT TROOP CONTRIBUTING COUNTRIES WERE COMING
ON LINE, AND THAT THE EXPANDED NMOG WOULD BE OPERATIONAL
BY 15 APRIL. NOTE: THE OAU'S FELLI STATED THAT ALL OF
THE ADDITIONAL COUNTRIES REQUESTED TO PROVIDE TROOPS TO
NMOG HAVE REPLIED IN THE AFFIRMATIVE AND THAT A TOKEN
ELEMENT OF EACH COUNTRY WAS EXPECTED TO BE WITH NMOG BY
MID-APRIL. END NOTE. SALIM WENT ON TO SAY THAT
PRESIDENT MUGABE OF ZIMBABWE WAS SO DISGUSTED WITH EVENTS
IN RWANDA THAT INSTEAD OF INCREASING ZIMBABWE'S PRESENCE
IN NMOG, MUGABE HAD PLANNED TO WITHDRAW THOSE OFFICERS
CURRENTLY ASSIGNED TO NMOG. THE OAU SYG'S PLEAS CAUSED
MUGABE TO CHANGE HIS MIND, HOWEVER. ZIMBABWE WILL NOT
WITHDRAW, BUT IT WILL ALSO NOT EXPAND ITS NMOG
PARTICIPATION. IN AN EFFORT TO MEND FENCES AND SHOW GOOD
WILL, THE GOR DELEGATION INVITED SALIM SALIM TO VISIT
