SUBJECT: RWANDA: 18 JUL 94 SECURITY COUNCIL MEETING

2. UNDER SECRETARY GENERAL GHARAKHAN BRIEFED THE
COUNCIL JULY 18 ON THE DETERIORATING HUMANITARIAN
SITUATION IN RWANDA. ACCORDING TO A REPORT FROM THE
UN'S DEPARTMENT OF HUMANITARIAN AFFAIRS (DHA), OVER ONE
MILLION RWANDANS HAD CROSSED INTO ZAIRE BY 1245 LOCAL
TIME 17 JULY. THE SHELLING OF GOMA'S AIRPORT,
REPORTEDLY THE WORK OF THE RPF, RESULTED IN ITS
TEMPORARY CLOSURE. DHA'S REPORT ALSO WARNED OF THE
POSSIBILITY OF A MASS INFLUX OF REFUGEES FROM THE
HUMANITARIAN ZONE INTO ZAIRE IN THE EVENT OF A FRENCH
DEPARTURE. CURRENTLY, 2.5-3 MILLION PEOPLE ARE
ESTIMATED TO BE IN THE ZONE.
3. GHARAKHAN ADDED THAT WHILE UNAMIR CANNOT CONFIRM THE
CEASE FIRE, THE WAR DOES APPEAR TO BE OVER. RPF GENERAL
KAGAME ASSURED UNAMIR THAT THE RPF WAS NOT RESPONSIBLE

FOR THE MORTAR ATTACK ON REFUGEES IN GOMA YESTERDAY, AND
PROMISED TO RESPECT THE FRENCH HUMANITARIAN ZONE. HE
SAID THAT RWANDANS WHO HAVE NOT COMMITTED ATROCITIES ARE
WELCOME TO RETURN TO THEIR HOMES.
3. SECURITY COUNCIL PRESIDENT MARKER READ A LETTER FROM
THE RPF INFORMING THE SECURITY COUNCIL THAT THE WAR WAS
OVER AND THAT PASTEUR BIZIMUNGU WOULD BE INAUGURATED
PRESIDENT OF RWANDA JULY 19.
4. AMBASSADOR ALBRIGHT REMINDED THE COUNCIL OF THE 15
JULY WHITE HOUSE ANNOUNCEMENT WITHDRAWING U.S.
RECOGNITION OF RWANDA'S INTERIM GOVERNMENT. SHE SAID IT
WAS INTENDED TO SEND A FORCEFUL SIGNAL OF USG
DISAPPROVAL OF IGOR ACTIONS, AND CALLED FOR QUICK ACTION
TO ESTABLISH A WAR CRIMES TRIBUNAL.
5. FRENCH DEPUTY PERMREP CONFIRMED THAT FOUR MEMBERS OF
THE INTERIM GOVERNMENT HAD FLED THE SAFE ZONE FOR
ZAIRE. HE ALSO ASKED FOR UN CONFIRMATION OF THE
CEASEFIRE AND CALLED FOR A NEW GOVERNMENT IN THE SPIRIT
OF THE ARUSHA AGREEMENT.
