RECOGNIZE ANY GOVERNMENT IN RWANDA. DEPARTMENT IS
REDUCING RELATIONS WITH RWANDA TO THE LOWEST LEVEL
CONSISTENT WITH MAINTENANCE OF DIPLOMATIC RELATIONS.
POSTS ARE REQUESTED, AT THEIR DISCRETION, TO INFORM HOST
GOVERNMENTS. END SUMMARY/ACTION REQUEST.
2. (U) ON JULY 15, THE WHITE HOUSE ANNOUNCED THAT WE HAVE
SHUT DOWN THE EMBASSY OF RWANDA AND ORDERED
REPRESENTATIVES OF THE SO-CALLED INTERIM GOVERNMENT OF
RWANDA TO DEPART WITHIN FIVE WORKING DAYS. AS THE
PRESIDENT STATED, WE CANNOT ALLOW REPRESENTATIVES OF A
REGIME THAT SUPPORTS GENOCIDAL MASSACRE TO REMAIN ON OUR
SOIL. THE UNITED STATES DOES NOT RECOGNIZE ANY GOVERNMENT
IN RWANDA AT THIS TIME.
3. (U) THE STATEMENT CALLED ON ALL FORCES TO AGREE TO AN
IMMEDIATE CEASE-FIRE, AND TO BEGIN SERIOUS TALKS ON
FORMING A TRANSITIONAL GOVERNMENT THAT WILL LEAD TO
GENUINE POWER-SHARING. FULL TEXT OF ANNOUNCEMENT IS
REPEATED BELOW.

4. (U) THE DEPARTMENT CONVOKED THE RWANDAN AMBASSADOR TO
THE U.S. JULY 14 AND INFORMED HIM THAT THE USG HAD DECIDED
TO REQUIRE CESSATION OF RWANDA'S DIPLOMATIC OPERATIONS IN
WASHINGTON AND THE WITHDRAWAL OF ITS PERSONNEL. THE
UNITED STATES IS NOT/NOT BREAKING DIPLOMATIC RELATIONS
WITH RWANDA, BUT WE ARE REDUCING RELATIONS TO THE LOWEST
LEVEL CONSISTENT WITH MAINTENANCE OF DIPLOMATIC RELATIONS
BETWEEN STATES. THE U.S. MAINTAINS ITS REGARD FOR THE
PEOPLE OF RWANDA AND DESIRES TO LEAVE OPEN THE POTENTIAL
TO RESUME FULL DIPLOMATIC EXCHANGE WITH RWANDA AT AN
APPROPRIATE TIME IN THE FUTURE.

5. (U) BEFORE DEPARTURE, ALL DOCUMENTATION ISSUED TO
RWANDAN DIPLOMATS AND STAFF BY THE OFFICE OF FOREIGN
MISSIONS OR THE OFFICE OF PROTOCOL MUST BE RETURNED TO THE
DEPARTMENT. IN ADDITION, PASSPORTS MUST BE PRESENTED TO
THE DEPARTMENT FOR CANCELLATION OF DIPLOMATIC VISAS.
6. (U) POSTS ARE REQUESTED TO INFORM THE HOST GOVERNMENT
AND RELEVANT INTERNATIONAL ORGANIZATIONS THAT THE UNITED
STATES DOES NOT RECOGNIZE ANY GOVERNMENT IN RWANDA AT
PRESENT AND THAT THE USG HAS DECIDED TO REQUIRE CESSATION

OF RWANDA'S DIPLOMATIC OPERATIONS IN WASHINGTON AND THE
DEPARTURE OF ITS PERSONNEL.

7. (U) SINCE THE UNITED STATES DOES NOT RECOGNIZE ANY
GOVERNMENT IN RWANDA, U.S. DIPLOMATS ABROAD SHOULD HAVE NO
OFFICIAL CONTACT WITH RWANDAN DIPLOMATS POSTED TO THEIR
CAPITALS. UNTIL FURTHER NOTICE, CONSULAR SECTIONS SHOULD
NOT/NOT ISSUE DIPLOMATIC "A" VISAS TO RWANDANS INTENDING

TO TRAVEL TO THE UNITED STATES.

8. (LOU) FOR USUN: DEPARTMENT HAS NO REASON TO BELIEVE
THAT RWANDAN DIPLOMATS AND STAFF IN WASHINGTON WILL
ATTEMPT TO AVOID LEAVING THE U.S. BY TRANSFERRING TO THE
RWANDAN MISSION IN NEW YORK. IN ANY CASE, THERE DOES NOT
APPEAR TO BE A RWANDAN GOVERNMENT WHICH COULD REQUEST
ACCREDITATION FROM THE UN. WE DO NOT HAVE THE AUTHORITY
AS HOST COUNTRY TO THE UN TO TAKE UNILATERAL STEPS ALONG
THE SAME LINES DESCRIBED IN PARAGRAPH 4 WITH REGARD TO THE
RWANDAN MISSION TO THE UN. NONETHELESS, WE AND OTHER UNSC
MEMBERS NEED TO CONSIDER APPROPRIATE STEPS THAT CAN BE
TAKEN WITHIN THE UN CONTEXT. SEPTEL TO USUN WILL ADDRESS
THIS ISSUE.

9. (LOU) ANY REQUESTS BY RWANDAN STAFF TO APPLY FOR
ASYLUM OR OTHER NON-DIPLOMATIC STATUS WOULD BE CONSIDERED
ON A CASE-BY-CASE BASIS. WE ARE NOT ADVERTISING TO THE
RWANDANS THAT THESE OPTIONS ARE OPEN, BUT BELIEVE THAT
THEY ARE AWARE OF THEM.

10. TEXT OF WHITE HOUSE STATEMENT:

IN AN EFFORT TO BRING AN END TO THE FIGHTING AND GROWING
HUMANITARIAN DISASTER IN RWANDA, THE CLINTON
ADMINISTRATION HAS CLOSED THE EMBASSY OF RWANDA AND
ORDERED ALL PERSONNEL TO LEAVE THE COUNTRY.
REPRESENTATIVES OF THE SO-CALLED INTERIM GOVERNMENT OF
RWANDA MUST DEPART WITHIN FIVE WORKING DAYS.

THE WHITE HOUSE ALSO ANNOUNCED THAT IT WILL BEGIN
CONSULTATIONS WITH OTHER UNITED NATIONS SECURITY COUNCIL
MEMBERS TO REMOVE REPRESENTATIVES OF THE INTERIM
GOVERNMENT FROM RWANDA'S SEAT ON THE COUNCIL. THE STATE
DEPARTMENT DECLARED THAT REPRESENTATIVES OF THE INTERIM
GOVERNMENT WILL BE DENIED ACCESS TO ANY RWANDAN GOVERNMENT
FINANCIAL HOLDINGS IN THE UNITED STATES.
"THE UNITED STATES CANNOT ALLOW REPRESENTATIVES OF A
REGIME THAT SUPPORTS GENOCIDAL MASSACRE TO REMAIN ON OUR
SOIL," PRESIDENT CLINTON SAID.
NOTING THAT THE ONGOING FIGHTING IS CREATING AN EVEN MORE
PERILOUS HUMANITARIAN DISASTER IN RWANDA AND ALONG ITS
BORDERS, THE WHITE HOUSE APPEALED TO ALL FORCES TO AGREE
TO AN IMMEDIATE CEASE-FIRE. IT CALLED ON ALL RESPONSIBLE
PARTIES TO BEGIN SERIOUS TALKS ON FORMING A TRANSITIONAL
GOVERNMENT THAT WILL LEAD TO GENUINE POWER SHARING.
THE WHITE HOUSE APPLAUDED THE FRENCH EFFORT TO PROTECT
RWANDANS AT RISK, AND SAID THE UNITED STATES WOULD
CONTINUE TO PRESS FOR RAPID DEPLOYMENT OF THE UN
PEACEKEEPING FORCE (UNAMIR) TO REPLACE THE FRENCH. IT
APPEALED TO THE INTERNATIONAL COMMUNITY TO REDOUBLE ITS
EFFORTS TO DEPLOY THOSE U.N. FORCES.
THE WHITE HOUSE AGAIN INSISTED THAT THOSE RWANDANS
RESPONSIBLE FOR GENOCIDAL KILLINGS AND OTHER CRIMES
AGAINST HUMANITY BE BROUGHT TO JUSTICE. IT SAID IT HOPED
THAT THE UNITED NATIONS WOULD ACT SWIFTLY -- UNDER THE
SECURITY COUNCIL RESOLUTION THAT ESTABLISHED A U.N

COMMISSION OF EXPERTS -- TO CREATE A WAR CRIMES TRIBUNAL.
AS THE CRISIS IN RWANDA HAS UNFOLDED, THE UNITED STATES
HAS TAKEN A LEADING ROLE IN EFFORTS TO PROTECT THE RWANDAN
PEOPLE AND ENSURE HUMANITARIAN ASSISTANCE. IT HAS:
-- PROVIDED MORE THAN DOLLARS 95 MILLION IN RELIEF,
INCLUDING FOOD, MEDICINE AND SUPPLIES FOR INTERNATIONAL
ORGANIZATIONS AND PRIVATE RELIEF AGENCIES.
-- FLOWN ABOUT 100 DEFENSE DEPARTMENT MISSIONS INTO THE

REGION TO AIRLIFT RELIEF SUPPLIES.

-- STRONGLY SUPPORTED AN EXPANDED UNAMIR; AIRLIFTED 50

GHANAIAN PEACEKEEPING BATTALION.
