SUBJECT: LATEST DRAFT RESOLUTION ON FRENCH INITIATIVE
FOR RWANDA
1.

CONFIDENTTAL - ENTIRE TEXT.

2. SUMMARY. THE FRENCH RESOLUTION WAS DISCUSSED IN
SECURITY COUNCIL INFORMALS JUNE 21. THE TEXT WILL NOT
BE ADOPTED BY CONSENSUS, AND IS BEING PREPARED AS A
FRENCH DRAFT, NOT A PRESIDENTIAL DRAFT (TEXT BELOW AT
PARA 3). NEW ZEALAND HAS MADE IT CLEAR THAT THEY DO NOT
AGREE "WITH ONE WORD" OF THE RESOLUTION. CHINA,
NIGERIA, AND BRAZIL HAVE QUESTIONED HOW THE OPERATION
COULD BE SUCCESSFUL WITHOUT THE CONSENT OF BOTH
PARTIES. THE RPF CIRCULATED A LETTER TO THE PRESIDENT
OF THE SC ASKING THAT UNAMIR BE WITHDRAWN IF THE FRENCH
OPERATION IS APPROVED. (TEXT BELOW AT PARA 4). THE
SECRETARIAT ACKNOWLEDGED THAT THE SECURITY OF UNAMIR
DEPENDS ON THE ATTITUDE OF THE RANK AND FILE OF THE
RPF. THE FORCE COMMANDER IS MAKING CONTINGENCY PLANS,
INCLUDING FOR WITHDRAWAL OF UNAMIR. TROOP CONTRIBUTOR

AND EQUIPMENT DONOR OFFERS ARE BEING HELD UP TO SEE THE

INSTRUCTIONS TO INSIST ON A VOTE WEDNESDAY MORNING.
OTHER MEMBERS HAVE ASKED THAT THE VOTE BE POSTPONED
UNTIL THE AFTERNOON, TO ENABLE THEM TIME TO RECEIVE
INSTRUCTIONS. AS A COMPROMISE, THE COUNCIL WILL HOLD
INFORMALS IN THE MORNING, AND IF ALL MEMBERS HAVE
INSTRUCTIONS, WILL PROCEED TO A VOTE BEFORE LUNCH. END

--REAFFIRMING ALL ITS PREVIOUS RESOLUTIONS ON THE
SITUATION IN RWANDA, IN PARTICULAR ITS RESOLUTION 912
(1994) OF 21 APRIL 1994, 918 (1994
OF 17 MAY 1994 AND
925 (1994) OF 8 JUNE 1994, WHICH SET OUT THE MANDATE AND
FORCE LEVEL OF THE UNITED NATIONS ASSISTANCE MISSION FOR
RWANDA (UNANIR),
--DETERMINED TO CONTRIBUTE TO THE RESUMPTION OF THE
PROCESS OF POLITICAL SETTLENENT UNDER THE ARUSHA PEACE

AT RISK IN RWANDA, ON THE UNDERSTANDING THAT THE COSTS

-3. ACTING UNDER CHAPTER VII OF THE CHARTER OF THE
UNITED NATIONS, AUTHORIZES THE MEMBER STATES COOPERATING
WITH THE SECRETARY GENERAL TO CONDUCT THE OPERATION
REFERRED TO IN PARAGRAPH 2 ABOVE USING ALL NECESSARY
MEANS (COMMENSURATE WITH)/(TO ACHIEVE) THE HUMANITARIAN
OBJECTIVES SET OUT IN PARAGRAPHS 4 (A) AND (B) OF

-4. DECIDES THAT THE MISSION OF MEMBER STATES
COOPERATING WITH THE SECRETARY - GENERAL WILL BE LIMITED
TO A PERIOD OF TWO MONTHS FOLLOWING THE ADOPTION OF THE
PRESENT RESOLUTION, UNLESS THE SECRETARY-GENERAL
DETERMINES EARLIER THAT EXPANDED UNAMIR CAN FULFIL ITS
MANDATE,
-5. COMMENDS THE OFFERS ALREADY MADE OF TROOPS FOR

4. BEGIN TEXT OF RPF LETTER TO SC PRESIDENT:
MR. PRESIDENT:
I RECEIVED INSTRUCTIONS THIS AFTERNOON TO CONVEY TO THE
MEMBERS OF THE SECURITY COUNCIL THE REQUEST OF THE
RWANDESE PATRIOTIC FRONT, THAT IF THE COUNCIL PLANS TO
APPROVE THE PROPOSED FRENCH INTERVENTION, IT SHOULD,
SIMULTANEOUSLY, AUTHORIZE THE WITHDRAWAL OF THE EXISTING
CONTINGENT OF UNAMIR.
THE RWANDESE PATRIOTIC FRONT IS CONCERNED THAT ITS
PERSONNEL MAY NOT ALWAYS BE IN A POSITION TO MAKE A
CLEAR DISTINCTION BETWEEN UNAMIR AND OTHER FOREIGN
FORCES TN THE EVENT OF AN ESCALATION OF HOSTILITIES. WE
HAVE, REGRETTABLY, COME TO THE CONCLUSION THAT IT IS
NECESSARY THAT UNAMIR PERSONNEL, BE WITHDRAWN TO SAFETY,
AT LEAST ON A TEMPORARY BASIS.
WE WISH TO ASSURE YOUR EXCELLENCY THAT THIS REQUEST IS
MADE IN GOOD FAITH AND DOES NOT, IN ANY WAY, REFLECT A
DESIRE ON OUR PART TO AVOID OUR RESPONSIBILITY FOR THE
SAFETY OF UNITED NATIONS PERSONNEL IN OUR TERRITORY.
