THROUGHOUT THE CURRENT CRISIS AS THE EMBASSY TELEX PERSON
WAS ONE OF THE PEOPLE WHO WAS CAUGHT AT THE AIRPORT. THE

--AT LEAST 12 BELGIAN SOLDIERS WERE NOW UNACCOUNTED
FOR. (POLCOUNS SAID AF/C HAD HEARD FROM UN SOURCES THAT
TWO BELGIAN SOLDIERS HAD BEEN KILLED. MFA OFFICIAL SAID
HE COULD NOT/NOT CONFIRM THAT FROM HIS OWN SOURCES OR FROM
THE UN SO FAR.)
--THE BELGIANS NO LONGER CONTROL THE C-130 AT THE
AIRPORT. THEY LEFT IT TO TRY TO GET BACK TO KIGALI AND
THE EMBASSY. THE GROUP TRYING TO GET BACK TO THE MISSION
HAD BEEN STOPPED AT THE FIRST ROADBLOCK ON THE WAY BACK TO
KIGALI.

3. AS TO THE STATE OF BELGIAN PLANNING IN THIS EMERGENCY,
THE MFA OFFICIAL SAID THAT DOMINIQUE STRUYE (DIPLOMATIC
ADVISER TO THE PM) HAD BEEN IN TOUCH WITH CLAES IN
BUCHAREST. ANY DECISIONS WOULD HAVE TO COME FROM THE
PRIME MINISTER, FOREIGN MINISTER AND DEFENSE MINISTER.
THE MIA OFFICIAL STRESSED THAT THEY HAD AS YET TAKEN
NO/NO DECISION TO START EVACUATION PLANNING.

THE BELGIANS WONDERED IF
THOUGHT WERE BEING GIVEN TO A UNSC MEETING ON THIS
SUBJECT. ORDINARILY, THE COUNTRY WOULD CALL FOR SUCH A
MEETING. IN THIS CASE, IT WAS NOT CLEAR WHO WOULD MAKE
SUCH A CALL.
