DAS PRUDENCE BUSHNELL AND AF/DIRECTOR ARLENE RENDER
MET THE UN SECRETARY GENERAL'S (UN/SYG'S) SPECIAL
REPRESENTATIVE (SRSG) JACQUES-ROGER BOOH BOOH. HE
CONVEYED HIS FRUSTRATION OVER STILL PENDING FORMATION

3. DURING THE EXCHANGE WITH DAS BUSHNELL AND AF/C
DIRECTOR RENDER, SRSG BOOH BOOH SAID THE UN/SYG HAD
EXPRESSED CONCERN LAST WEEK ABOUT CONTINUING THE UN
MISSION (UNAMIR) IN RWANDA WHEN THE QUESTION IS
DEBATED IN THE SECURITY COUNCIL 4/4 (SIC). BOOH BOOH
SAID HE RECOGNIZES THAT THE GOVERNMENT IS NOT YET IN
PLACE BUT BELIEVES IT IS IMPORTANT TO NOTE THAT THE
CEASE-FIRE STILL HOLDS AND THAT, IN NO SMALL PART,
BECAUSE OF UNAMIR. HE ARGUED THAT THE PRICE OF
ACHIEVING PEACE WILL BE HIGHER IF UNAMIR LEAVES AND
THE COUNTRY RETURNS TO WAR. HE SAID, THOUGH, THAT
THE ABSENCE OF A GOVERNMENT PREVENTED THE UN FORCE
(UNAMIR), NOW NEARLY AT ITS 2,500 CEILING, FROM
WORKING TO ITS CAPACITY. HE ALSO SAID THAT THE
OPERATION CONTINUES TO BE PLAGUED BY LACK OF ADEQUATE

LOGISTICS SUPPORT. DAS BUSHNELL SAID UNAMIR'S FUTURE
WAS UNCERTAIN AND THAT THE UNITED STATES NEEDS A
REASON FOR CONTINUING ITS SUPPORT.
SUB-REGION SECURITY
4. SRSG BOOH BOOH EXPRESSED CONCERN OVER THE
SECURITY SITUATION IN THE SUB-REGION. HE NOTED THE
UN MISSION TO BURUNDI TO INVESTIGATE THE
ASSASSINATIONS, THE INFLUENCE ZAIRE'S PRESIDENT CAN
HAVE IN RWANDA, HABYARIMANA'S TENDENCY TO EVOKE
PROBLEMS IN BURUNDI AND ZAIRE AS PRETEXTS FOR NOT
MOVING FORWARD IN IMPLEMENTING THE PEACE ACCORD, AND
UGANDA'S AID TO THE RPF. HE ARGUED THAT PEACE IN
RWANDA COULD CONTRIBUTE TO STABILITY THROUGHOUT THE
REGION. IN RESPONSE TO A QUERY, BOOH BOOH SAID UN
OBSERVERS AT THE UGANDA-RWANDA BORDER HAVE NO
INDICATIONS OF MATERIEL CROSSING TO THE RPF OR ANY
UGANDAN INVOLVEMENT, BUT HE SAID HE COULD NOT EXCLUDE
THE POSSIBILITY. HE NOTED THE UN BORDER FORCE
(UNOMUR) STILL NEEDS HELICOPTERS AND ACKNOWLEDGED
THAT THE PROBLEM WAS LARGELY BUREAUCRATIC.

5. ASKED ABOUT SECURITY IN KIGALI, BOOH BOOH SAID
THE SITUATION WAS PREOCCUPYING. THE NEARLY 3,000
GENDARMES (ABOUT HALF THE RWANDAN FORCE) AND THE 60
OR SO UN CIVILIAN POLICE ARE TOTALLY INADEQUATE. HE
NOTED, THOUGH THAT TWO-THIRDS OF THE INSECURITY
REPORTS ARE LINKED WITH BANDITRY THAT AFFECTS ALL

CITIZENS INDISCRIMINATELY, WITH NO/NO SIGNS OF
"ETHNIC CLEANSING." HE SAID UNAMIR WORKS WELL WITH
THE GENDARMERIE, BUT IT CANNOT SUBSTITUTE FOR IT. HE
CITED THE EXAMPLE OF THE GATABAZI ASSASSINATION, WHEN
THE UN POLICE RECOMMENDED AN AUTOPSY AND THE
GENDARMERIE DECLINED TO PERFORM ONE. HE LAMENTED
THAT WHEN UNAMIR CATCHES SOMEONE FOR WRONGDOING, THE
PERSON IS TURNED OVER TO THE GENDARMERIE AND OFTEN
RELEASED IN A DAY OR TWO.

6. DAS BUSHNELL ASKED SRSG BOOH BOOH WHETHER HE
THOUGHT THE UNAMIR MISSION WAS APPROPRIATE TO THE
TASK AT HAND. HE SAID THAT IT WAS DIFFICULT TO SAY
NOW BECAUSE THE SITUATION IS AN UNANTICIPATED ONE.
ONCE THE INSTITUTIONS ARE IN PLACE, PERHAPS GAPS WILL
APPEAR THAT MIGHT NECESSITATE A CHANGE. BUT, HE
STRESSED, RWANDANS ARE CONTENT WITH THE UNAMIR
MISSION AS IT IS AND THEY DO NOT WANT IT TO BECOME
INVOLVED IN WHAT THEY DEFINE AS RWANDAN BUSINESS.
LESSONS LEARNED
7. ASKED ABOUT THE LESSONS LEARNED FROM RWANDA FOR
PEACEKEEPING IN GENERAL, BOOH BOOH SAID THERE IS A
NEED TO REACT EARLY TO POTENTIAL CONFLICT. TODAY'S
CONFLICTS ARE SO EMOTIVE, HE SAID, INVOLVING NOT ONLY
MILITARY BUT ALSO POLITICAL ISSUES. DAS BUSHNELL
NOTED THAT THE INTERFACE BETWEEN MILITARY AND NGOS IS
DIFFICULT IN THE HUMANITARIAN DOMAIN BECAUSE OF THE
DIFFERENCES IN THE CULTURES OF THE TWO INSTITUTIONS.

SRSG BOOH BOOH IS CLEARLY FRUSTRATED AT THE
CONTINUING POLITICAL IMPASSE THAT IS KEEPING UNAMIR
FROM FULFILLING ITS MANDATE. HE DOES NOT SEEM
PREPARED, HOWEVER, TO GIVE UP YET AND BELIEVES THAT
UNAMIR IS MAKING A POSITIVE CONTRIBUTION TO THE PEACE
PROCESS AND TO SECURITY IN THE COUNTRY. WE AGREE.
