THE FOLLOWING REPORT WAS PROVIDED BY THE US OBSERVER
AT THE ARUSHA TALKS, JOYCE LEADER.

1. AMBASSADOR MPUNGWE, TANZANIAN FOREIGN MINISTER,
AND DEFENSE MINISTER HAVE FLOWN TO DAR ES SALAAM TO
BRIEF PRESIDENT MWINYI ON THE STATUS OF THE ARUSHA
TALKS. IT IS CONCEIVABLE THAT THE FACILITATOR WILL
DECIDE TO SUSPEND THE PEACE TALKS UNTIL AFTER THE OAU
SUMMIT. OBSERVERS EXPECT TO BE BRIEFED LATE JUNE 24.
2. THIS MOVE CAME FOLLOWING EFFORTS OF THE
FACILITATOR'S REPRESENTATIVES OVER THE PAST 24 HOURS
(STRETCHING INTO THE WEE HOURS OF THE MORNING) TO
BRING NEGOTIATIONS TO CLOSURE ON FORCE PROPORTIONS AT
THE COMMAND LEVEL AND ON THE TIMING OF THE FORMATION
OF THE BROAD-BASED TRANSITIONAL GOVERNMENT. THE
FACILITATORS BECAME INVOLVED AFTER DIRECT TALKS
BETWEEN THE TWO SIDES COLLAPSED, REPORTEDLY OVER HOW
TO APPROACH THE LATTER ISSUE, AND THE RPF WALKED OUT.

THE TANZANIANS HAD PROPOSED EXTENDING APPLICATION OF
THE 50-50 FORCE PROPORTION RATIO TO BATALLION LEVEL,
WHICH THE GOR REPORTEDLY AGREED TO. THE RPF
APPARENTLY CONTINUES TO SAY THIS DOES NOT GO FAR
ENOUGH. THE RPF EXPRESSED CONCERN TO U.S. OBSERVER
OVER KIGALI'S APPARENT INSISTENCE ON HAVING
TRANSITIONAL INSTITUTIONS MEET IN KIGALI WITHOUT
DEMILITARIZING THE TOWN, THE POSITION TAKEN BY THIS
WEEK'S COUNCIL OF MINISTERS. GOR DELEGATES DISMISS
THIS CONCERN, SAYING KIGALI DOESN'T UNDERSTAND THE
SECURITY CONSTRAINTS INVOLVED.
4. NEITHER THE FACILITATOR NOR THE UGANDAN OBSERVER
HAVE YET BEEN ABLE TO REACH UGANDAN PRESIDENT
MUSEVENI, CONSIDERED THE KEY TO CONVINCING THE RPF TO
CONCLUDE THE OUTSTANDING ISSUES. CALLS WERE SET UP
FOR THE EVENING OF JUNE 23, BUT THEY DID NOT
MATERIALIZE.
5. THE GOVERNMENT DELEGATION, WITH THE EXCEPTION OF
TWO OR THREE MRND HARD-LINERS, IS UPSET AT THE
PRESIDENT'S POSITION ON SIGNING THE ACCORD. THEY
FEAR THEY MAY HAVE WASTED THEIR TIME IN ARUSHA AND

SUSPECT THE PRESIDENT HAS NO INTENTION OF SIGNING.
THERE IS CONCERN THAT IF THE FOREIGN MINISTER RETURNS
TO KIGALI TO EXPLAIN THE ACCORD, AS INSTRUCTED BY THE
PRESIDENT, THE ENTIRE DEAL COULD FALL APART. THERE
IS EVEN TALK HERE OF THE PRIME MINISTER SIGNING IN
THE PRESIDENT'S PLACE IF THE LATTER REFUSES.

ISSUES, WHICH WOULD ALLOW THE TWO REMAINING PROTOCOLS
TO BE SIGNED, APPEARS TO U.S. OBSERVER MORE A MATTER

BETWEEN THE TWO SIDES. THE GOVERNMENT APPEARS TO
WANT TO CONCLUDE THE NEGOTIATIONS AND SIGN THE
PROTOCOLS NOW THAT THE PRESIDENT APPEARS TO THE RPF
NOT TO WANT TO SIGN THE PEACE ACCORD. U.S. OBSERVER
WILL CONTINUE TO URGE EARLY AGREEMENT ON OUTSTANDING
ISSUES SO THE REMAINING PROTOCOLS CAN BE SIGNED NOW,
GIVING THE INTERNATIONAL COMMUNITY. AND RWANDA
SUPPORTERS OF THE PEACE ACCORD TANGIBLE EVIDENCE OF
COMMITMENT TO PEACE.
7. COMMENT CONTINUED. AN AFRICAN OBSERVER TOLD U.S.
OBSERVER THERE IS TALK OF USING THE OAU SUMMIT TO
GATHER TOGETHER REGIONAL HEADS OF STATE, INCLUDING
