USE IN THE FIELD. OAU PEACEKEEPING CHIEF COLONEL ZOULA IN
ADDIS AND A TANZANIAN MAJOR ZONGO IN MAPUTO ARE TO TRAVEL
TO KIGALI APRIL 20 TO CONDUCT A QUICK STUDY OF NEEDS.
(COMMENT. ONCE AGAIN THE OAU HAS DELAYED WEEKS BEFORE
DOING THE NECESSARY. WE WILL NEED TO PRESSURE THE OAU TO
CALL AN URGENT DONORS' MEETING IN ADDIS UPON THE RETURN OF
COLONEL ZOULA TO DELINEATE ITS NEEDS. UNFORTUNATELY, THE
FRENCH AND THE BELGIANS HAVE ALREADY INDICATED AT THE
RWANDA TRILATERALS AT THE UN THEY DO NOTEINTEND TO PROVIDE
ANY FUNDING FOR THE NMOG. END COMMENT.)
REPORT ON TANZANIAN QUIET DIPLOMACY

5. THE TANZANIAN FOREIGN MINISTER AND MPUNGWE REPORTED TO
THE ARUSHA OBSERVERS ON APRIL 16 ON THEIR MEETINGS THIS
WEEK WITH THE GOR AND THE RPF IN RWANDA. THE PURPOSE OF
THE MISSION WAS FIVE-FOLD: TO PRESSURE BOTH SIDES TO SIGN
A PEACE AGREEMENT, TO TAKE BOTH TO TASK FOR RUMOR
MONGERING AND UNDERMINING CONFIDENCE IN THE ARUSHA
PROCESS, TO VERIFY THE WITHDRAWAL OF FOREIGN (READ:
FRENCH) TROOPS FROM RWANDA IN COMPLIANCE WITH THE DAR
ACCORD, TO DISCUSS OAU CONCERNS ABOUT THE GOR'S LACK OF
COOPERATION WITH THE NMOG, AND TO EXPLORE THE ISSUE OF
MILITARY PERCENTAGES IN THE INTEGRATED ARMY.
6. THE GOR REPORTEDLY ACKNOWLEDGED TO THE OAU CASES OF
THE FAR HINDERING NMOG OPERATIONS AND REMOVED FROM HIS
