UNITED NATIONS, Feb 28 (AFP) - The UN Security Council has called for the arrest of all those responsible for acts of genocide in Rwanda or of serious violence in Rwandan refugee camps in neighboring countries.

Passed unanimously late Monday, resolution 978 urged all states to "arrest and detain" any person in their territories "against whom there is sufficient evidence that they were responsible for acts within the jurisdiction of the International Tribunal for Rwanda.

The tribunal was created in November by the Security Council and established in Arusha, Tanzania, with the express purpose of bringing to trial those responsible for the slaughter of up to one million people during Rwanda's civil war last year.

The resolution also urges states to arrest those who "incited or participated" in "serious acts of violence in the refugee camps" where hundreds of thousands of Rwandans fled during the bloodshed.

The suspects are to await "prosecution by the International Tribunal for Rwanda or by the appropriate national authorities."

Sponsored by the United States, the resolution was amended to make it non-binding on UN members.
