1. (U) RWANDAN RADIO REPORTED VISIT 11/16 OF A
BURUNDI GOVERNMENT DELEGATION CONDUCTED BY MINISTER
OF INFORMATION NGENDAHAYO. THE DELEGATION MET WITH
PRESIDENT HABYARIMANA, PRIME MINISTER UWILINGIYIMANA,
PRIME MINISTER-DESIGNATE TWAGIRAMUNGU, AND FOREIGN
MINISTER GASANA. THE REPORT SAID THE DELEGATION CAME
TO THANK THE RWANDAN GOVERNMENT FOR ITS SUPPORT

DURING THE RECENT CRISIS.
2. (C) MINISTER OF FOREIGN AFFAIRS TOLD AMBASSADOR
EVENING OF 11/16 THAT THE BURUNDI DELEGATION HAD MADE
TWO REQUESTS OF THE RWANDAN GOVERNMENT. FIRST, IT
ASKED THAT THE GOVERNMENT NOT/NOT ENCOURAGE
PALIPEHUTU ACTIVITY IN RWANDA. SECOND, IT
ASKED THAT THE TWO BURUNDI MINISTERS (HEALTH AND
JUSTICE) BE PERMITTED TO REMAIN BASED IN RWANDA AS
LONG AS NECESSARY. THE REASONING WAS THAT, SHOULD
THE MINISTERS INSIDE BURUNDI BE KILLED, AT LEAST
THERE WOULD BE A PART OF THE GOVERNMENT TO CARRY ON.
THE MINISTER LEFT AMBASSADOR WITH THE IMPRESSION THAT
THE GOR RESPONSE TO BOTH REQUESTS WAS POSITIVE.
3. (C) THE BURUNDI MINISTER OF HEALTHIIS STILL
TRAVELING OUTSIDE RWANDA TO PRESENT THE BURUNDI
GOVERNMENT'S CASE TO VARIOUS INTERLOCUTORS. THE
RWANDAN CHIEF OF PROTOCOL TOLD THE DCM THAT THE
RWANDAN GOVERNMENT IS FOOTING THE BILL FOR THIS TRIP.

WHO HANDLES REFUGEE INFLUXES, TOLD DCM THERE IS NO.
DOUBT THAT THE PALIPEHUTU ARE RECRUITING AND
CONDUCTING TRAINING IN THE REFUGEE CAMPS. HE CITED
BUGARAMA (JUST SOUTH OF CYANGUGU), BUGASERA (SOUTH OF
KIGALI), AND ANOTHER AREA WHERE SUCH RECRUITMENT AND
TRAINING ARE ALLEGEDLY OCCURING. THE FRENCH
AMBASSADOR TOLD DCM THE MINISTER OF DEFENSE ADMITTED
TO RECEIVING PALIPEHUTU REPRESENTATIVES BUT SAID HE
TOLD THEM THE GOR COULD NOT HELP.
