1. AMBASSADOR DE VOS, U.S. OBSERVER AT THE ARUSHA
TALKS, REPORTED TO EMBASSY DAR AFTERNOON OF MAY 4 THAT
DISCUSSIONS ARE BEGINNING TO WIND DOWN. THUS FAR, THE
TWO SIDES HAVE REMAINED FIRM IN THEIR POSITIONS.

BEFORE THE MEETING BREAKS UP ENTIRELY, THE FACILITATOR
IS ATTEMPTING TO PERSUADE THE GOR AND RPF DELGATIONS
TO SIGN OFF ON A PAPER CONSISTING OF FOUR MAIN POINTS:
--THAT BOTH SIDES AGREE TO AN IMMEDIATE CEASEFIRE
--THAT THE KILLINGS AND MASSACRES CEASE
--THAT THE TWO MILITARIES BE CHARGED WITH WORKING OUT
THE MODALITIES OF THE CEASEFIRE
--THAT AN INTERNATIONAL COMMISSION BE FORMED TO
INVESTIGATE THE KILLINGS AND TO PUNISH THE
PERPETRATORS.
2. WHILE SIGNING THE PAPER DOES NOT ENSURE THAT THE
CONDITIONS WILL BE HONORED, IT WILL AT LEAST PROVIDE
SOME COVER FOR THE MEETING. IF THE WARRING PARTIES
AGREE TO SIGN--AN OUTCOME WHICH IS BY NO MEANS
CERTAIN--THE GOR WILL HAVE CONCEDED THE MOST BECAUSE,
HERETOFORE, ITS POSITION HAS BEEN THAT THE RPF MUST

NEGOTIATE WITH IT AND NOT THE MILITARY.
3. TANZANIAN PRIME MINISTER MALECELA IS EAGER TO
DEPART ARUSHA TODAY TO RETURN TO PARLIAMENTARY
BUSINESS IN DODOMA. FORMIN RWEGASIRA IS TALKING OF
LEAVING THIS EVENING AS WELL. THEREFORE, IF THE TWO
SIDES REFUSE TO SIGN, THE MEETING MAY BREAK UP WITHOUT
EVEN THIS MODEST ACHIEVEMENT.
4. GIVEN THE STATE OF THE TALKS, WE ARE SUGGESTING TO
A/S SHATTUCK THAT HE CANCEL HIS PLANS TO FLY TO ARUSHA
AND DIVERT TO DAR INSTEAD. WE COULD THEN TRY TO
ARRANGE MEETINGS WITH PRESIDENT MWINYI AND/OR FORMIN
RWEGASIRA.
