THE FOLLOWING REPORT WAS PROVIDED BY THE US OBSERVER
AT THE ARUSHA TALKS, JOYCE LEADER.

1. SUMMARY: TANZANIA'S DEFENSE MINISTER URGED BOTH
THE GOR AND THE RPF TO PICK UP THE PACE OF
NEGOTIATIONS IN A TOUGH STATEMENT AT A PLENARY
SESSION MAY 25. HE PROPOSED A TIMETABLE THAT CALLS
FOR DISCUSSION OF MILITARY ISSUES TO END MAY 30 OR BE
CONTINUED CONCURRENTLY WITH REFUGEE ISSUES BEGINNING
MAY 31, WITH THE TALKS ON ALL ISSUES CONCLUDING
JUNE 6. BOTH SIDES ACCEPTED TO TRY TO ABIDE BY THIS
SCHEDULE. WHILE DIFFERENCES REMAIN ON SEVERAL
MILITARY ISSUES, BOTH SIDES AGREE THAT FORCE
PROPORTIONS IS THE ONLY MAJOR OUTSTANDING PROBLEM.
ALTHOUGH JUNE 6 APPEARS TOTALLY UNREALISTIC AS A
CONCLUDING DATE FOR THE NEGOTIATIONS, GIVEN THE
SERIOUS POLITICAL ISSUES REMAINING, MAY 31 MAY WELL
MARK THE START OF REFUGEE DISCUSSIONS WITH MILITARY
TALKS CONTINUING ON THE SIDE. END SUMMARY.

TANZANIAN DEFENSE MINISTER KINANA, SPEAKING ON BEHALF
OF THE FACILITATOR, PRESIDENT MWINYI, CALLED ON THE
GOR AND THE RPF TO DEMONSTRATE THEIR CONTINUED
COMMITMENT TO THE PEACE PROCESS BY PICKING UP THE
PACE OF NEGOTIATIONS. KINANA SAID THERE SOMETIMES
SEEMS TO BE A DELIBERATE ATTEMPT TO STALL THE TALKS
AND NOTED THAT THE LEVEL OF MISTRUST BETWEEN THE TWO
PARTIES SEEMS TO GROW DESPITE EFFORTS BY THE
FACILITATOR AND OBSERVERS TO RESTORE TRUST BETWEEN
THE TWO PARTIES. HE URGED BOTH SIDES TO RESPECT THE
ADVICE OF THE FACILITATOR'S REPRESENTATIVE AS
SINCERE, HONEST AND OBJECTIVE (A SWIPE AT THE RPF FOR
CHALLENGING THE FACILITATOR'S RECOMMENDATIONS AND
RESISTING ADVICE LAST WEEK). HE SAID THE TWO SIDES
SHOULD AVOID UNNECESSARY DETAIL -- NOT ALL TRANSITION
ISSUES CAN BE SOLVED IN ARUSHA -- AND "DESIST" FROM
INTRODUCING NEW ISSUES INTO THE AGENDA. DETAIL, HE
SAID, CANNOT SUBSTITUTE FOR COMMITMENT TO THE PROCESS.
3. NEW TIMETABLE. KINANA PROPOSED THAT MILITARY
NEGOTIATIONS CONCLUDE MAY 30 AND THAT REFUGEE
NEGOTIATIONS BEGIN MAY 31. HE SUGGESTED THE ENTIRE
NEGOTIATION PROCESS BE CONCLUDED JUNE 6. MILITARY

4. GOR MARKER. FOREIGN MINISTER NGULINZIRA
REITERATED GOR CONFIDENCE IN THE FACILITATOR AND
COMMITMENT TO A NEGOTIATED SETTLEMENT. HE AGREED TO
ACCELERATE THE PACE OF NEGOTIATIONS, SAID ALL ISSUES
CANNOT BE SOLVED IN ARUSHA, AND ACCEPTED THE PROPOSED

TIMETABLE. HE ADDED THAT HE APPRECIATED THE
FACILITATOR'S DECISION NOT TO SEEK ADJOURNMENT, WHICH
HE SAID WOULD BE A "DANGEROUS" COURSE.
5. RPF DEFENSIVE. RPF DELEGATION HEAD BIZIMUNGU
SAID THE RPF WOULD TRY TO HONOR TE PROPOSED
TIMETABLE AND HAS NO PROBLEM DISCUSSING MILITARY AND
REFUGEE ISSUES CONCURRENTLY. HE SAID THE RPF HAD
TRIED TO SPEED UP NEGOTIATIONS BY MOVING SOME ISSUES
-- DISPLACED PERSONS, MILITARY DISCIPLINE, AND
MILITARY TRAINING CURRICULUM -- INTO JOINT
COMMISSIONS. HE RESISTED KINANA'S CONTENTION THAT
THE FACILITATOR'S WORD SHOULD BE FINAL, SAYING THE

MILITARY ISSUE. NEITHER SIDE EXPECTS REMAINING
DIFFERENCES ON THE NEUTRALIZATION OF KIGALI,

GENDARMERIE, DISENGAGEMENT AND DEMOBILIZATION TO
PRESENT SERIOUS DIFFICULTIES. GOR MINISTER FOR LABOR

ADVISE IMMEDIATELY ALL PARTICIPANTS IN THE REFUGEE
TALKS OF THE IMMINENT MAY 31 START DATE.

THE NEW TIMETABLE CAN HOLD. ALTHOUGH REFUGEE TALKS
COULD WELL BEGIN MAY 31 (IF PARTICIPANTS ARRIVE BY
THEN), IT WOULD BE ASTONISHING IF MILITARY ISSUES
WERE CONCLUDED BY MAY 30. NOR DOES IT APPEAR
