The problem with CDR is a security problem: they are criminals, gangsters, they threat to kill people. RPF rejects CRD for this reason. The problem is that people in power abuse this power. The RPF is not blind about what is good for us.

Reasons for visiting the RPF.

Ms Bushnell. The US is concerned with the continued impasse
and the outbursts of violence. Peace-keeping operations are
too costly for President Clinton. The visit of an RPF
delegation to the US made a good impression. The US did what
it was asked, it did not lead to success. On 5 April 1994,
the Security Council will adopt a resolution on whether or not
to extend UNAMIR's mandate. The US will make its
recommendation next week, but so far there is nothing positive
to say.

Without transitional institutions Rwanda will be loosing
funds. Already two million dollars, which were initially
earmarked for Rwanda, have been offered to other countries in
Africa. Frankly speaking, every day that passes without
resolution of the impasse makes Rwanda loose respect of the
international community. A solution is needed. We thank the
RPF for keeping its promise of accepting the compromise of the
Liberal Party.

Discussion about CDR and Art. 61 of the Arusha Aqreement

Ms Bushnell. We believe that all children (all parties) ought
to be inside the house (BBTG). There will be challenges for
the RPF after the transitional institutions are in place.

Ms Bushnell. The US has been a friend of Rwanda for 30 years,
but if there is no solution, we will have to recommend the
withdrawal of troops which can cause problems to the country.
No institutions, no business.

Ms Bushnell. We are running out of time. If there is no
Government, there will be no support.

Ms Bushnell. People in power using threats is not right, but
if the international community doesn't see the transitional
institutions in place, you run the risk of losing the peacekeeping forces.

Closing of the meeting, polite words

Ms Bushnell. Do your best, cease violence. Political
problems can be solved. Violence in Rwanda can be
catastrophic. We will do our best but you should also do your
best.

Maj Gen Kagame. If we don't blame the right ones, we cause problems.
