UNITED NATIONS, July 1 - The Security Council took its first tentative step today to support what could be a major international investigation of the mass killings in Rwanda and could lead to war crimes trials.

The 15-member council voted unanimously to have Secretary General Boutros Boutros-Ghali as a matter of urgency, establish an impartial commission of experts to examine all information about the slaughter in Rwanda. Mr Boutros-Ghali was directed to provide the Council with details about the creation of the commission and to report its conclusions within four months of its creation. The result could be an international court of justice based on the Convention on the Prevention and Punishment of the Crime of Genocide.
