Abstract
The study of international responsibilities (state and non-state actors) in the genocide of the Tutsi is an immense area of investigation. Only those of a few States are discussed in this text, including the rivals France and Belgium in Rwanda. This study also questions the institutions of our countries, as well as ourselves; therefore, in the final analysis, our own responsibilities.
