Weeks before the genocide began, a joint civil society statement expressed concerns about the lack of progress in implementing the Arusha Peace Accords, which had been signed by the Rwandan government in August 1993 and formally an end to his three-year war with the Rwandan Patriotic Front. This declaration also warned of the possible consequences of the distribution of weapons to civilians and "the systematic attacks, threats and persecution to which human rights defenders, independent journalists, as well as people who campaign for democracy".
